While this method might have stopped landscapers from weed whacking the base of trees, now that Ash tree owners are incorrectly being informed that its a waist of money saving this All-American species with 300 year lifespan for Green, and 600 for White, much more wood will become available for Volcano mulching during the near future. This did not happen after thousands of Elms succumbed to disease some 40 years ago because the tainted stuff had to be buried or burned. Today people think their Ash gets "Infected" with EAB, while even if "Infested", just wait until spring when every borer leaves tree to mate, then it's bug free until new generation is allowed to reenter. Actually insecticides act like appetite suppressant, so ones that get in never reach second Instar.

About tree species selection, I'd just add that, if you look around at how trees are being planted these days, even a tree that is a perfect match for local precipitation, sunshine and soil conditions will have a tough time establishing itself because it will be forced to cope with lawnmowers that remove the tree's ground cover (fallen leaves), compress the soil around its roots, and cause injuries to bark. Even in state parks attempts to reforest fail because of mowing around plantings.
Yeah – I don't see the point of four inches of mulch. Once a tree becomes established, its' root system will extend far out from the 'tree volcano' area, and will have no problem finding its own water and nutrients. If you plant a tree that can't establish itself in the local environment, then you've planted the wrong species of tree. Trees in the forest get a minimum of leaf litter around them – certainly not multiple inches.
Another thing – unless they've been planted bare-root, trees, especially young ones, almost never need to be staked, and in fact generally should not be staked. Staking encourages trees to develop trunks and root systems that are too narrow and crowns that make the tree too top-heavy (because of a growth response called thigmomorphogenesis). Staked trees tend to become unstable and blow over. Staking also tends to be a bad idea because wires and ties are left on too long and girdle the trunk.
Ok, so those trees still have way, way too much mulch around them. To get some idea how deep mulch should be, take a look at trees in a forest. Leaf litter will usually be no more than 1 to 2 inches deep. That's just how trees like it. And in fact, trees prefer their own leaf litter to wood mulches, so feel free to use that instead. (It won't blow around once it has been given a good soaking, but if you're worried, shred the leaves a bit first.)
