So if I am understanding this correctly, what he and Penrose are theorizing is that raw consciousness, or simple awareness is created by waveform collapse, and is therefore built into the fabric of the universe itself at the quantum level. And further, that "field" of consciousness emerging at the quantum level is manifested within human neuro-chemistry at the microtubule level of the brain, which then "orchestrates" that incoherent consciousness into our more organized experience of consciousness or qualia by way of memory encoded into those microtubules. So, it is saying that there is some truth to both positions: that the brain is a sort of computer that gives rise to consciousness, and that consciousness is something that the brain "tunes in" to.
