10. VPN is useless (too slow) with stinger devices present or carrier just refuses to play ball. Most people have browsers connecting to Ggogle for safe browsing, fonts, jquery or other libraries so not so far fetched to narrow down vpn traffic quite easily without spraying 4 bil ips.
